April and May are the best months to sow seeds for the herb garden. You can use seed trays on a windowsill or a small compact greenhouse, because herbs need warmth to germinate. Hardy herbs, however, can be planted directly in the bed. Fill the containers with special growing soil and place them in a sunny location. After at least 14 days, and sometimes longer for herbs such as rosemary, the seedlings should appear. As soon as you see the first pair of leaves, you can move to the next step. Prepare a flower pot or wooden box on the balcony, fill it with soil without fertilizer, and make a small bed for the herbs. Ask at the garden center which soil is best; most herbs thrive in standard mixes, but there are exceptions. Then carefully lift each plant with its roots and replant the herb garden on the balcony.
